The Government Mechanic
Dr. Lynn Sandra Kahn is a clinical psychologist and executive consultant with nearly 40
years’ experience as an organizational psychologist. Her areas of expertise include
multi-partner strategic planning, public sector reinvention, conflict resolution and group
dynamics. She is the owner of LSKAHN Associates, LLC, Essex County, New York.
Dr. Kahn worked extensively within the federal government as an organizational
psychologist, including a 22-year tenure at the Federal Aviation Administration (FAA).
She has been involved in many government reform initiatives, including 6 1/2 years at
the White House Partnership to Reinvent Government in the 1990s. Dr. Kahn ran for
President in 2016 as an independent candidate and in 2018 for the NY21 congressional
seat, always advocating for systemic changes to improve government performance.
Dr. Kahn is the author of 3 books: Performance Networks: Transforming Governance for the
21st Century (2009); Results at the Edge: The Ten Rules of Government Reform (2003);
and Peacemaking: A Systems Approach to Conflict Management (1988). She has also written
numerous articles including those listed in The Library. She summarized her work delivering
strategic plans and implementation roadmaps in her 2024 presentation “Seven Lessons
from Juvenile Justice Reform.”
